Biden was joined by Los Angeles Mayor Antonio Villaraigosa and several representatives from the area.
The vice president discussed how the Recovery Act is supporting housing and development programs to eliminate lead-based paint from older, lower-income homes to protect young children from lead poisoning.
"If our goal is to leave our communities better off than we found them, better off for those who come after, then we have to reduce lead paint in the home and educate families about the abundant hazards that exist," Biden said.
Roughly 500 people live in the Esperanza Community Housing, which consists of 165 multi-family apartments.
The vice president and his wife, Jill Biden, visited San Diego on Thursday to meet with sailors and their families on board the USS Ronald Reagan. After delivering remarks to those attending, the couple had lunch aboard the aircraft carrier docked in Coronado.
Jill Biden later met with local military spouses and community volunteer groups to discuss issues facing military families, while the vice president met with Navy SEALs.
