California braces for serious drought

The Department of Water Resources is bracing for serious drought conditions this winter in California.

To prevent problems, it's setting up what's known as a water bank. Under that plan, the department will buy water from farmers and agencies in the Sacramento Valley, and then resell it to cities and growers in Southern California.

So far, the department said there are many interested buyers, but not many sellers.
