California schools must set up fee complaint systems

California school districts have mere days to set up an improper fee complaint system.

By Friday, districts must have procedures in place for students and parents to file complaints if they feel their schools are improperly charging fees for educational activities.

It all began with an American Civil Liberties Union lawsuit that found many school districts require students to pay fees to participate in activities and purchase textbooks and other materials. The ACLU says such fees violate the state Constitution that guarantees a free public education to all children.

The suit was dismissed after Gov. Jerry Brown signed a bill into law mandating the accountability systems.
