Porterville is in the process of building its own shelter and needs the extra space for the dozens of stray dogs and cats they find each week.

Lindsay is renting out the facility to Porterville for just a dollar a year. Lindsay officials say renting out the shelter will save the city $150-thousand dollars a year.
