The incident was captured by red light cameras on May 9 at a busy intersection in Scottsdale.
The footage shows a black SUV running over the girl just as the traffic light turned green.
Somehow, the girl was not seriously hurt.
The mother pushing the stroller said she was caught off guard when the light changed.
Traffic management officials said they are looking into whether the signals at the intersection give pedestrians enough time to cross.
