THIS INCLUDES THE CITIES OF...VISALIA...TULARE...

* UNTIL 800 PM PDT

* AT 356 PM PDT WEATHER RADAR INDICATED SEVERAL THUNDERSTORMS CONTINUED TO PROVIDE HEAVY RAIN OVER PORTIONS OF SOUTH KINGS COUNTY AND NORTHWEST KERN COUNTY. THE STRONGER THUNDERSTORMS WERE LOCATED FROM TULARE WESTWARD TO THE COTTONWOOD COASTAL MOUNTAIN PASS NEAR THE JUNCTION OF HIGHWAYS 41 AND 46. MOST FLOOD DEATHS OCCUR IN AUTOMOBILES. NEVER DRIVE YOUR VEHICLE INTO AREAS WHERE THE WATER COVERS THE ROADWAY. FLOOD WATERS ARE USUALLY DEEPER THAN THEY APPEAR. JUST ONE FOOT OF FLOWING WATER IS POWERFUL ENOUGH TO SWEEP VEHICLES OFF THE ROAD. WHEN ENCOUNTERING FLOODED ROADS MAKE THE SMART CHOICE...TURN AROUND...DONT DROWN. EXCESSIVE RUNOFF FROM HEAVY RAINFALL WILL CAUSE ELEVATED LEVELS ON SMALL CREEKS AND STREAMS...AND PONDING OF WATER ON COUNTRY ROADS AND FARMLAND ALONG THE BANKS OF CREEKS AND STREAMS.

Target Area: Fresno; Kern; Kings; Tulare
