California homeowners could see savings on their utility bills soon.

On Thursday, the state Public Utility Commission approved a three year budget of $3 billion to go toward home weatherization and other energy efficient programs.
By helping homeowners cut their energy usage, they should see savings on the utility bill.
The Utility Reform Network says this is a big win for consumers.
"Consumers got three big wins. One is we increased the amount of money that's actually going to energy efficiency in people's homes. The second is we reduced, we capped the amount that's going to administrative overhead and marketing, and we reduced the amount that's going to subsidize compact fluorescent light bulbs," says Mark Toney from the The Utility Reform Network.
The programs are expected to cut energy consumption by 20 percent, but remember homeowners must apply for the programs and get the money before the rates will go down.
