The study by the Urban Land Institute finds the average household spends $28,000 a year on housing, and more than $13,000 on transportation. Combined, that cost adds up to nearly 60 percent of the Bay Area's median household income.

"In some respects they are kind of a catch-22. Housing costs are high near the core," says Henry Cisneros with the Urban League Institute. "The farther one goes in search of less expensive housing, the more its offset by transportation costs. There's almost no winning for families."

The Urban Land Institute calls for more re-zoning to try to create more affordable housing closer to where people work.
