Cal police officer Lisa Campbell received a proclamation from East Bay Congressman Jerry McNerney (D-Pleasanton) at San Ramon City Hall.
McNerney had Campbell's name added to the official congressional record for taking a few extra steps that led to Garrido's arrest.
"It just took the intuition of an officer to recognize a situation that didn't seem right, and in my opinion, that's the essence of good police work," McNerney said.
Campbell ran a background check on Garrido after he showed up and tried to distribute religious material on campus. She found out he was a sex offender and eventually his parole officer was contacted.
The resulting investigation freed Jaycee Dugard who had been held captive since her kidnapping in 1991.
