One of the dogs was killed; the other had to be euthanized later.
The attack happened outside a home in the 2300 block of Pentland Way.
Investigators say the dogs had broken out of a neighbor's yard.
When police arrived with an animal control officer, they say the 80 pound dogs attacked her.
Officers had to fire 11 rounds to stop the dogs.
"This was a life threatening situation. Those two dogs viciously attacked this animal control officer. The officers needed to use that amount of force to stop that dog. This could have been a deadly situation," San Jose police spokesperson Sgt. Ronnie Lopez said.
The dogs' owners, 27-year-old Lorenzo Garcia and 29-year old Jesus Guzman have been arrested on criminal charges.
Animal control says they had responded to six previous complaints about the dogs.
The animal control officer was treated at the hospital and released.
