This week on Kerry's first visit to South America as the Obama administration's chief diplomat, the disclosures by Snowden could chill talks on trade and energy, and even discussions about the Oct. 23 state dinner that President Barack Obama is hosting for Brazil's president, Dilma Rousseff. BOGOTA, Colombia -- U.S. Secretary of State John Kerry is defending the National Security Agency surveillance program targeting Latin America and is downplaying its impact on efforts to deepen relations with the region.
Brazil and Colombia, two of the United States' closest allies in the region, have been rankled by reports of the spying program disclosed by NSA leaker Edward Snowden.
Kerry sought to play down the rift during a news conference in Bogota on Monday before heading to Brazil on his brief trip this week to South America.
He said the U.S. and Colombia work cooperatively on a huge number of issues and that the NSA surveillance figured only briefly in his talks with Colombian officials.
