Investigation launched into constable's office

We've learned that several officers inside the Precinct 4 constable's office are under investigation by the Harris County district attorney. And we've confirmed that one of those being investigated is Constable Ron Hickman himself.

Constable Hickman is in south Texas, we're told, at a long range planning session. But according to Harris County Commissioner Jerry Ebersole, Constable Hickman called him to let him know about the grand jury investigation. Among the allegations against him and his office -- tampering with evidence.

He's known for being tough on cyber-criminals. His deputies often parade them in front of the television news cameras. Constable Hickman has served the people of northwest Harris County since 2001, often working with the district attorney's office. And now we know he's at the center of one of their investigations.

Eyewitness News has learned the DA's investigation includes what happened at a home on McConnell Place Lance near Highway 249. A deputy responded to a domestic disturbance there involving a husband and wife. Neighbors say they're newlyweds. From there, it's unclear what happened to the incident report, but according to two well-placed county officials, DA investigators are looking into whether evidence was tampered with and whether there was a cover-up. When we went to the home, no one answered.

We've also learned that DA officials were also at the Cypresswood substation Friday, handing out subpoenas relating to the domestic incident and what happened afterwards.

Both Constable Hickman and a captain, Tim Cannon, are being asked to answer questions.

Constable Hickman acknowledges the investigation and through a spokesperson, gave us this statement.

    "We are cooperating with the Harris County District Attorney's Office Public Integrity Unit. It is an open investigation. At this time and as such, we are not at liberty to make a comment."
The district attorney's office would not confirm or deny the grand jury investigation. But as standard, they are supposed to be kept secret.
