How did a TSA uniform get into passenger's suitcase?

The U.S. Department of Homeland Security is investigating a surprising and unsettling discovery inside the suitcase of a woman from Staten Island.

The woman flew Jet Blue Airlines from Newark to Tampa on Saturday to visit relatives for Easter.

Debra Sander says when she opened her suitcase she found a large, white shirt that appears to be part of a TSA uniform.

The shirt has official-looking badges and lettering.

Sander has no idea how it got in her suitcase and the discovery has left her wondering if an irresponsible screener not wearing a uniform but holding the shirt simply set it down while rifling through her suitcase, or if there might be a more unsettling explanation.

The TSA maintains that even if someone had obtained a TSA uniform, they couldn't pose as a screener. Screeners are checked through credentials, not just clothing.
