BOROUGH PARK (WABC) -- It is a wound that will never fully heal - the story of a little boy named Leiby Kletzky, and his chance encounter with a monster.
"I couldn't sleep, I couldn't eat - I was a mess. We were all a mess, just distraught," said Volvi Benedek.
In July 2011, security cameras showed the 8-year-old walking alone on that July day - one of his last.
Levi Aron allegedly kidnapped and killed Leiby Kletzky.
The surveillance did ultimately help piece together the gruesome chain of events, and now a new pilot program is being introduced.
Assemblyman Dov Hikind says that it will help prevent something like this from ever happening again.
"When there is a specific threat, then we can actually observe cameras live at the moment, but if some crime is committed on the street, we're going to have it on video," said Hikind.
Kletzky's father listened as officials explained the new 1 million dollar security initiative named in honor of his little boy.
150 high-tech cameras, will be placed in neighborhood throughout Borough Park and Midwood.
"These cameras have ACs built into them, and heating systems built into them. The camera has four different lenses that cover a huge area," added Hikind.
Today, mothers and fathers are holding their kids tighter than they did the day Kletzky disappeared. They feel this new program will keep everyone on their toes. While it is no guarantee, it is a step in the right direction.
"We learn from our mistakes and unfortunately, such a thing had to happen for us to learn our lesson but I'm really happy to hear that something proactive is being done," said mother Malkie Knopfler.
