The bow of the USS Hoga, a 100-foot Navy yard tugboat which is the last surviving Navy vessel from the 1941 attack on Pearl Harbor that plunged the United States into World War II, faces a row of mothballed WWII Victory ships at the reserve fleet in San Francisco Bay, Calif., in this Dec. 17, 1999 photo. Built in 1940, the tug is considered inactive by the Navy, which wants to scrap it. While there is interest in saving it, there are no firm offers.
