Police Superintendent Jody Weis calls a fatal shooting that involved officers 'within departmental guidelines.'

The family and friends of Rakeem Nance, 16, question why the teen was shot and killed by officers on Thursday night. Nance was shot in the back.

A witness said Nance was running from police in the 1900-block of South Christiana Avenue, but did not have a weapon. Police said he was armed and running from the scene of a robbery when he threatened officers.

"He pointed his weapon and tried to kill the officer in front of him. Fortunately, the officer to the rear saw what was going on and was able to engage the offender and prevented him from killing a police officer," said Supt. Weis.

"Ain't no way that you can tell me he did a home invasion. A gun? That little boy ain't like that," said Kenyatta Anderson, family friend.

The Independent Police Review Authority is investigating the incident.

Police continue to look for two other suspects in the robbery.
