The U.S. Department of Housing and Urban Development is taking over day-to-day operations at the Gary Housing Authority under an agreement reached with the northwestern Indiana city.

Gary Mayor Karen Freeman-Wilson says the problems were too big for the city to address on its own.

The Gary Housing Authority has been listed by HUD as a troubled agency for the past decade. Freeman-Wilson said the move is aimed at improving the quality of life for the housing authority residents. A veteran from HUD's Detroit office will work directly with the housing authority staff to manage day-to-day operations.

HUD will develop a plan to stabilize the housing authority's operations and then will address specific problems identified in a comprehensive review. The receivership period is scheduled to last at least two years.
