The city council of Dixon, Ill. was expected to sign off Tuesday on a $40 million settlement in connection with theft by former Comptroller Rita Crundwell.

Dixon gets the money as part of a settlement with a bank and auditor the city contends failed to do enough to expose Crundwell's scheme.
