ANNUAL EQUAL EMPLOYMENT OPPORTUNITY PUBLIC FILE REPORT

ANNUAL EQUAL EMPLOYMENT OPPORTUNITY

PUBLIC FILE REPORT
WPVI - TV, 6ABC
PHILADELPHIA, PENNSYLVANIA
APRIL 1, 2012

I. GENERAL POLICY

This annual EEO report is filed in accordance with Federal Communications Commission ("FCC") regulations to detail the equal employment opportunity ("EEO") efforts of WPVI-TV (also referred to herein as "6abc" or the "Station") for the period beginning on March 16, 2011 through March 15, 2012.

WPVI-TV, owned and operated by ABC, Inc., is an equal opportunity employer and follows a consistent practice of outreach to the community and workforce regarding broadcast career and job opportunities. The Station's policy is to provide skills development and the opportunity for advancement to all current and potential employees regardless of race, color, gender, marital status, religion, age, national origin or citizenship status, disability, sexual orientation or status as a Vietnam era or special disabled veteran.

II. INTERNAL RECORD KEEPING

A file is created for each job opening at WPVI-TV. Each file contains every application received for that position. It also includes the job posting and advertisements placed for each open position and a completed internal applicant recruitment form that details basic information about the job (such as title and date position was open and filled). This form also lists every person interviewed for the position, their referral source (where known), their interview dates, and the dispositions of their interviews (whether or not they were offered and accepted the position, and if so, their hire dates). The data contained in these internal files is used to help prepare the Station's Annual EEO Public File Report and to enable the Station to evaluate the effectiveness of its recruitment and outreach efforts.

A file of unsolicited resumes is kept with each department for a period of one year. Job lists are mailed to those who request information about openings.

III. SPECIFIC RECRUITMENT MEASURES

All openings for full-time non-temporary positions are announced in the following ways:

a. WPVI-TV has an extensive list (see # III, beginning on page 2 below) of organizations and individuals that have requested notification of Station job openings. The list is updated when new requests are received. Announcements of all full-time non-temporary job vacancies are routinely sent to this entire list as well as to the website of The Pennsylvania Association of Broadcasters.

An Equal Employment Opportunity over-the-air broadcast announcement, soliciting groups interested in being added to the jobs mailing list, aired monthly on WPVI-TV /D-1 and D-2 stations. The text of the announcement was as follows: "WPVI, 6abc is an equal opportunity employer. Organizations that distribute employment information, or refer job seekers to employers, can be included on our mailing list. For more information, call us at 215-878-9700." A contract indicating the schedule for this announcement, and log pages verifying that they aired, are on file at the Station.

A similar announcement is posted within the job listings section of the Station's website, www.6abc.com .

b. As part of its continuous effort to make people aware of the Station's job openings and internship opportunities, WPVI-TV utilizes the Station's website, www.6abc.com A listing of open positions and the internships available within WPVI-TV, with an explanation of the application requirements and procedures, is regularly updated on the website.

c. The Station's vacancies are also included in a Station employment hotline to which interested callers to the Station are directed (215-871-1225). Individuals who call the Station's main number (215-878-9700) to inquire about job openings are connected to the hotline (extension 1225). They hear a recorded message listing each job opening and providing instructions for how to apply for the position.

d. In addition, all position openings are posted on TVjobs.com and are forwarded to ABC, Inc.'s Human Resources Department to be posted on both the internal (intranet) and external (internet) Disney Jobs site. When a job posts to the Disney Jobs site, it is also made available to the DirectEmployers Association Network sites at JobCentral.com for distribution to dozens of state/ metro-area networks, hundreds of college/alumni links, plus diversity, military and veteran sites. In addition, as detailed in Section IV-A, some openings are advertised in selected local newspapers, magazines and/or trade publications. Certain positions are also posted on selected web sites. Other Station recruitment sources include talent and employment agents, referrals from current or former employees, and industry colleagues. Interested internal candidates from WPVI or from its sister stations are also always considered.

IV. FULL-TIME POSITIONS FILLED (March 16, 2011 to March 15, 2012)

During the period covered by this report WPVI-TV had a total of eighteen (18) vacancies for full-time positions. Sixteen (16) have been filled. The Station currently has two (2) full-time open positions. Details regarding the disposition of this year's filled positions are attached to this document as Exhibit IV-A.

V. LONG-TERM RECRUITMENT

WPVI-TV undertakes additional outreach measures to help attract and develop qualified candidates for future media careers. FCC rules require that, within a two-year period, large market employment units with more than ten (10) full-time employees complete four (4) long-term recruitment initiatives. These measures include job fairs, internship programs, events at educational institutions, and other community events designed to inform the public about employment opportunities in broadcasting and to better prepare them for such careers. The Station's long-term recruitment efforts between March 16, 2011and March 15, 2012 included the following:

A. Internship Programs and Workshops

Emma Bowen Multi-Year Foundation Internship

This multi-year paid internship recruits minority college students with a particular interest in the media industry. This position is a five-day-a-week full-time summer position. It is designed to enhance the student's scholastic achievement, offer a meaningful work experience, and contribute to the student's professional development. Sade Muhammad, an honor student at Syracuse University, began this program as a web office assistant in June 2009, and continued through August, 2011. Sade had progressed to the level of project manager at the end of the internship.

Prior to starting her assignment in the web office on 6/22/09, Sade spent one week in 6abc's Marketing Department and one week in 6abc's Public Affairs/Production Unit, gaining exposure and learning about the operations of those two departments and how they related to the web office.

Seasonal College Internships

WPVI-TV has an ongoing student internship program open to college juniors and seniors in the region. The internship program offers students both academic credit and on-the-job training. The internships help students gain first-hand experience at a television station, find employment in the broadcasting industry, and develop relationships with industry professionals who may assist them in their future careers. Internships are available in the Marketing, Digital Sales, Production/Programming, Design and Creative Services/Promotion, General Administration, News Special Projects and the News Web Department for the winter/spring, summer and fall semesters.

Information about the various internships that are available at WPVI is posted on www.6abc.com . The Station's internship descriptions are also distributed by local college professors and listed on some local college websites.

Eleven (11) current full-time WPVI employees, including two creative services department producer/editors, one creative services assistant director, one news editor, two engineering technicians, one anchor/reporter, one web producer, one sales secretary, one newsroom administrative assistant, and one public affairs producer, were previous WPVI interns. In addition, four (4) recently graduated interns worked as part-time/temporary editors, production assistants/clerical staff members at the Station during 2011/2012.

The Station had a total of thirty-seven (37) seasonal interns, from 24 Universities, between March 16, 2011 and March 15, 2012.

B. Organizational Job Fairs

In addition to normal recruitment activities, WPVI-TV representatives, including the General Manager and department heads, host and attend various community and minority events designed to help the Station identify talented job candidates and help community members, including women and minorities who might not otherwise know about or be prepared for careers in the media, to become more knowledgeable about and better prepared for such careers.

WPVI representatives with hiring responsibilities hosted and/or participated in the following job/career fairs from March 16, 2011 through March 15, 2012:

March 24, 2011/ Broadcast Pioneers of Philadelphia Career Night
The Broadcast Pioneers of Philadelphia sponsored a "Broadcast Career Night" for area college students, March 24, 2011, from 6:00-8:00 P.M., at Annenberg Hall on the campus of Temple University in Philadelphia. This event gives students the opportunity to network with broadcast professionals from the Philadelphia media market, learn about internship opportunities and what it takes to make it in the world of broadcasting, and get tips on getting that "first job." The panelists' advice is of great value, making the Career Night extremely beneficial to all students looking toward a career in broadcasting, both as on-air talent and behind the scenes. The event was free of charge and open to all college students interested in communications regardless of what college or university they attend. One hundred thirteen students attended. Representing WPVI-TV on a panel of media professionals were Linda Munich, VP of Public Affairs, and Lee Farber, editor/photographer in 6abc's Programming Department. Each panelist presented a summary of his or her career path, followed by a question-and-answer session with the students. Ms. Munich has hiring responsibilities, and both she and Mr. Farber distributed their business cards to encourage student follow-up. Handouts were also distributed, including a description of the 6abc internship program; a list of current job openings; and a list of local programs and staff contacts at 6abc.

August 4-6, 2011 / National Association of Black Journalists Convention & Career Fair
Linda Munich, Vice President of Public Affairs, Tom Davis, Assistant News Director, Maxine Crooks, Action News Executive Producer, and Renee Washington, Action News Executive Producer, represented WPVI-TV at the National Association of Black Journalists Annual Convention & Career Fair held at the Pennsylvania Convention Center in Philadelphia, August 4-6, 2011. The NABJ Annual Convention & Career Fair is the largest professional gathering devoted to black journalists, media-related professionals, and students; and attracts more than 2,500 attendees nationwide.

  • Linda Munich, Tom Davis, Maxine Crooks and Renee Washington represented WPVI-TV at the Disney/ABC Television Group recruiting/exhibitor booth. They distributed information about job openings at the station and the WPVI internship program, and interviewed prospective applicants. They also critiqued resume tapes of individuals interested in opportunities at the station. (Two hundred full-time job candidates and 13 intern candidates visited the Disney/ABC Television Group booth over the 3 days of the convention. Three individuals applied for a Spring 2012 internship at WPVI-TV.)

  • NABJ Student Multimedia Projects: The NABJ Student Multimedia Projects is a weeklong, boot-camp style, real-life journalism experience and training afforded college students while working with professionals from around the country at NABJ conventions. This year the student newsroom was set up at the Pennsylvania Convention Center in Philadelphia for five days, August 1-5, 2011. The 30 students who were selected to participate in the NABJ Student Projects produced, anchored and reported for three newscasts that were taped as live and looped in the host hotel in-house channel and in the job fair during the convention. WPVI-TV supported the endeavor by providing a Videographer/Editor with camera, edit gear and truck each day of the Student Projects. The videographer shot and edited packages with student reporters and mentored students assigned to shoot backpack journalism-style assignments with student cameras. WPVI also provided an Assignment Editor to help train student assignment editors, help the students cultivate story ideas and edit scripts. With the assistance of WPVI, the NABJ Student Projects brought real, work-world value to the student participants. (The 6abc staff assigned to Student Projects included News Photographer Andy Doane and News Assignment Editor Leslie Parker.)

  • WPVI-TV served as the Live-to-Tape Production vendor for the NABJ Convention, providing the Station's production truck with equipment, including camera, audio, lighting, and personnel, for all live-to-tape production and technical needs during the Convention. (Terry Belford, 6abc's Production Manager, managed the Production.)

June 8, 2011 / 6abc Station Tour - Lower Merion High School, Ardmore, PA
6abc hosted a Station tour on June 8, 2011, at 11:00 A.M., for a group of ten Lower Merion High School students, along with four advisors. Sports Producer Mark Meany knew members of the group, so he offered to give a 15 minute rundown of a typical day in the Sports Department. He showed the group how all video is taped on P2 cards and ingested into the computers. He also walked them through editing on Final Cut, as well as how to work the Electronic News Production System. The group members were clearly excited about the information Mark was sharing, and they expressed their curiosity by asking multiple questions about the different aspects of shooting, interviewing, and editing.

After visiting the Sports Department, the group met Meteorologist David Murphy in the Weather Department. He showed the group how to make graphics as well as how to put together weather maps. The group then took a picture with him before moving on.

Next, the group observed the newsroom staff preparing for the 12 Noon broadcast. Both Mark and David invited the group to watch the 12 Noon News live in the studio, so they watched off to the side until the first commercial break.

After leaving the News Studio, the group was shown the Control Room, so that they could understand both ends of news production. They then proceeded to the Art Department, where Graphic Artist Seddie Stone showed the group an overview of different graphics the department has put together, such as the Flower Show and the Thanksgiving Parade. The group finished their tour of the first floor of the Station in Creative Services, where Producer/Writer Evan Cuttic showed the group topicals and promos he'd put together.

The tour concluded in the Programming Department on the second floor of the Station. where Editor/Photographer Lee Farber talked to them about the importance of understanding the Final Cut editing system.

The group was extremely enthusiastic about learning the ins and outs of the news business. They were part of a News Broadcasting class, so everything they learned they really took to heart. The students had questions for each department, and the escorts were enthralled as well. 6abc's tour guide received a thank-you email from Dr. Jason Hilt, Supervisor of Instructional Technology, Data Analysis and Business Education at Lower Merion School District, saying the students had had a very rewarding experience.

The tour took a total of 90 minutes, and the students left with complimentary 6abc pencils and Action News "van fans," which were suitable because of the excessive heat the day of the tour.
