PHILADELPHIA - February 11, 2011 (WPVI) -- Crews turned off the water, and are still hard at work, trying to repair the ruptured water main in University City Friday night.
Water bubbled up from the street at 38th and Woodland, early on Friday near the Veterans Administration Medical Center.
The situation snarled traffic in the area for hours.
