2nd arrest in murder of Philadelphia Police Officer Moses Walker

PHILADELPHIA - August 26, 2012 (WPVI) -- Police arrested a second suspect in the murder of Officer Moses Walker Jr. on the day many began to say their farewells to him.

19-year-old Chancier McFarland was taken into custody without incident on Sunday afternoon in Montgomery, Alabama. Police say he was with his family in the area and turned himself into the FBI.

Officer Walker, a 19-year veteran had survived his shift in the 22nd Police District, only to be gunned down in civilian clothes during a robbery attempt as he walked to a bus stop near 20th Street and Cecil B. Moore Avenue.

A public viewing was held on Sunday at the Deliverance Evangelistic Church in North Philadelphia.

The bagpipes played as Officer Walker's casket was carried in. The salute concluded a procession down Lehigh Avenue led by Mayor Michael Nutter and Police Commissioner Charles Ramsey.

"I think it's pretty apparent the number of men and women from the 22nd District, entire command staff, paying tribute to Moses Walker. Not for how he died, but for how he lived and served the citizens of the city," said Commissioner Ramsey.

The lines formed around the corner as Family, friends, colleagues and even strangers came to pay their respects.

"He was just a loving guy. He loved the Lord, and he loved people," said Viola Mills, friend.

Walker's brothers and sisters in blue walked somberly behind the hearse as his family held each other in support.

Those who knew him say Officer Walker was a dedicated member of his church and family.

"Basically he was the backbone of his immediate family. He spoke well of everyone, he was the nicest person you would ever want to meet," said Preston Scott, cousin.

Others remember Officer Walker for his faith and his kindness.

"He would get off of work, open the church, warm up the church, get the church ready for service, stay for service and then go home. How many people would you find like that," said Tamika Andrew.

Still coming to grips with the loss, family and colleagues were relieved to hear of the second arrest, shortly before Sunday's viewing began.

According to Captain James Clarke, homicide detectives will be headed to Alabama to bring McFarland back to Philadelphia so formal charges can be filed.

"I want to commend Commissioner Ramsey, Captain Clarke and the entire team that has worked on this. We appreciate the assistance and support from all of our law enforcement partners," said Mayor Nutter.

Another suspect, Rafael Jones, 23, was charged by police on Friday morning with Murder, Robbery and related offenses.

Meanwhile there will be another viewing for Officer Walker on Monday, August 27, from 7:00 a.m. until 10:00 a.m. at the Deliverance Evangelistic Church.

Funeral services will begin at 10:00 a.m.

Committal Services will be held following the service at Fernwood Cemetery, located at 6501 Baltimore Avenue in Lansdowne, Pa.
