Comptroller Judy Baar Topinka says Illinois is running out of money for services on which many people depend.

Comptroller Judy Baar Topinka says Illinois is running out of money for services on which many people depend.

The programs involve child welfare, workers' compensation and services for seniors and the disabled.

"I'm not one for big government, truly I'm a Republican in that standpoint, but there are things that government needs to do for those who can't do for themselves and these are the folks that cannot do for themselves," Judy Baar Topinka, IL comptroller, said.

Topinka is urging lawmakers to transfer money from more financially sound programs. She says state agencies need about $1 billion to carry them through June.
