Toledo voters elected a new mayor Tuesday as Mike Bell claimed victory and Keith Wilkowski called him at 11:30pm to offer congratulations. In an unusual twist, a great deal of the call was broadcast live to Toledo on 13abc.

Immediately after the call when asked by 13abc if he would be the next mayor of Toledo, Bell responded, "I guess I am!" With 92% of the vote counted, the former Toledo Fire Chief and State Fire Marshall led 52% (32,365) to 48% (29,681). Bell promised his supporters that "we will turn the City of Toledo around and turn the entire Northwest Ohio region around." Bell took the lead after trailing most of the evening. Bell told 13abc that "I feel great&it's unbelievable. When they (the Board of Elections) tell me that it's over, that's when it ends." Moments later, Wilkowski was seen on television dialing his cell phone and our cameras captured the moment on the other end as Bell accepted Wilkowski's offer of best wishes. Bell said he had great help and it was a great campaign. Wilkowski headquarters was increasingly quiet after taking the early lead.

Ohio's issue 3 constitutional amendment to allow casino gambling won approval. With 91 percent of precincts reporting unofficial results, Issue 3 passed 53 percent to 47 percent. It marked a significant victory for Penn National Gaming Inc. and Cleveland Cavaliers owner Dan Gilbert, who spent nearly $35 million promoting four big-city casinos in Columbus, Cleveland, Cincinnati and Toledo. An economic impact study commissioned by the campaign predicted nearly 40,000 temporary and permanent jobs and $4 billion in economic impact, though social costs were not considered.

Another proposed constitutional amendment involving livestock care, Issue 2, was also approved.

In Oregon, incumbent mayor Marge Brown lost to challenger Mike Seferian by 62% to 42%. Mayor Brown told 13abc, "I wish the City of Oregon the very best and life will go on..." as she conceded the election to challenger Mike Seferian.

In the race for Toledo City Council At-Large, the top six vote getters won election.
